UPS made a decision not to hire or refill vacant full time jobs and leave to chance the Big Amazon contract . Thats how it works at the new UPS. Service is only part of the name not something the new UPS practices. They knew the volume levels would go through the roof as Amazon told them but decided that they would just muddle through it because hiring more full time employees takes away from profit and when it comes down to it even the Amazon account isn't as important as the extra penny to the CEO and Board. Full time employment levels were at 2008 levels and they did nothing to prepare and hire enough employees.
