Sounds like he could have had data that would/could be valuable to other countries or organizations. Sounds like a valid stop to me. Although the 9 hour delay sounds much too long.
I don't see how questioning him under an anti-terrorism law, telling him he could go to prison and telling his husband that he has no right to see a lawyer can be justified. Besides, the must have known there are plenty of copies of the material so it was pure intimidation anyway.
