Once the body is identified, will the people held hostage who made the call to police receive the $1,000,000,000 reward?

Christopher Dorner's actions are those of a man seeking revenge for his dismissal from L.A.P.D. His goal specifically was to target those directly (in his mind) who caused his dismissal and any collateral damage is the P.D.'s fault not his. They took away his life, not he will take away theirs.
