Was the shooter on any medication that could drive him to do this because of the side effects of the medicine?
As far as the Mental Health issue, my experience has been when my child turned 16, the counselor & medicine doctor dealt directly with him until he refused to go anymore, considering him an adult, regardless for my pleas to have him committed, that he was in desparate need of help. They told me there was nothing they could do for me because he said he was okay, to go home and call 911 if he got homicidal or suicidal. Finally, I had to seek services elsewhere.
