Jim Rector of the Heritage Foundation was a writer of Welfare Reform. His opionion is that Obama did gut Welfare Reform and to say that governors were calling for this change is not true. Now the federal government with a panel have the ability to make policy without the okay of Congress who made the law. He states that this is unconstitutional for Obama to make changes without Congress.
With 180 welfare programs only 3 called for a work program, now there are only two according to Mr. Rector. When a man who wrote welfare reform goes on the public airwaves to show how Obama is again doing what the democrats have wanted to do for two decades, do away with the work program, it shows motive which is incriminating.
