I am speechless or nearly so at the sheer crassness and gumption of the perpetrator. What kind of neighbor does this and expects to not be discovered or does not care? The courts do not want to deal with this, but the owner should swear a criminal complaint and insist on prosecution. Do not confront neighbor with malice in mind. No need to turn a property crime into an assault or worse.
Are you kidding me? What kind of mentality would drive a person to steal from their neighbor,then have the audacity to display them outside their home?! Did they wanna get caught? Geeeees! Such stupidity!
