Toobin: What does Arizona immigration ruling mean?

A federal judge has granted an injunction blocking enforcement of parts of a controversial immigration law in Arizona that is scheduled to go into effect Thursday.
U.S. District Judge Susan R. Bolton ruled the federal government "is likely to succeed" in its challenge of the legality of one of the most controversial sections of the Arizona law. That provision required police to "make a reasonable attempt to determine the immigration status of a person stopped, detained or arrested" if the officer has a reasonable suspicion that the person is in the United States illegally.
Jeffrey Toobin, CNN's senior legal analyst, spoke with T.J. Holmes on "CNN Newsroom" and offered his immediate reaction to the ruling and what it could mean for Arizona and other states.
What exactly did the judge rule?
The judge ruled that certain provisions are unconstitutional, but parts of the law she approved. The most controversial of which is the duty forced on law enforcement officers to determine if immigrants are people reasonably suspected of being illegal are in fact illegal. That has been struck down temporarily.

if the borders were more secure if they were 99% sealed then we can talk about what to do with the ones that are here. if the borders were sealed illegals would be kept out a whole bunch of drugs would be kept out gangs would lose a huge source of income just to name a couple of positive changes no one connects the death of a police officer in a drug raid or while trying to arrest a drug crazed crimenal or the abuse of a child from drug abusing parents thats ashamed cause we are to focused on a illegal immigrant. seal the borders i want to hear from our politicions what they are going to do to accomplish that. focus on the root cause of the problem & the other problems will solve them selves

Who is gaining from the construction of fences along our nation's southern border? While workers, who could be illegals working for this country, are putting the finishing touches on another fence down the line, the ones built before are being taken down by those who do not believe fences belong there. Remember when Ronald Reagan told the Soviet leader to "TEAR THIS WALL DOWN?" and the wall came down. Not because of Ronald Reagan, but because the wall hadn't really worked over there either. Fences and walls do not work, and they are not friendly symbols of our nation.
For folks who aren't lawyers – Are they allowed to strike down a law without a test case? I don't understand how she can just stricken portions of it? Is that legal?
