Is BP gaming the system?
C'mon, they can make applications under US law/ regulations to the government agency responsible for approving what they propose.
The MMS approved it as land based drilling and there's an end to it.
I personally think MMS was stupid and wrong. Sorry it is not BP you need to harangue/ criticise but the MMS on whose authority BP proceeded, and without which they could not have done so!!
Ask MMS to justify what you me and any reasonable or sensible person would never agree is land based drilling.
Of course its cheaper for BP but they are not in the business of choosing the expensive way, nor in a freemarket economy should they be required to do so.
