The map is interesting – as an exercise I compared Tennessee and Alabama. Some of the differences were pretty stark – education, transportation, energy, etc. Others were not – arts, especially. On this stimulus for the states were the states required to parcel the money out in some specific way or were they free to pick and choose where they wanted the money to go??
