In a new development in an alleged sexual assault case at the U.S. Naval Academy, a Navy official tells CNN that the school's Superintendent, Vice Admiral Michael Miller, has ordered an Article 32 proceeding. Evidence will be presented at a hearing to a military legal officer who will determine if a court-martial is warranted.

A female midshipman claims three football players at the school raped her at an off-campus party in 2012 while she was heavily intoxicated. The woman, who was 20 at the time, chose not to be examined with a rape kit and didn't report the alleged crimes to authorities for eight months because she feared the backlash could turn violent. She was terrified of coming forward because, she says, she saw how other victims were treated.

In an interview with Anderson Cooper, she agreed to tell her story as long as we hid her identity. She speaks out about the culture at the school, and why she says what happened after the alleged attack was like "living a nightmare every single day."

Week two of the dramatic trial began with former hitman John Martorano testifying against Bulger, who was his close friend and partner in crime. The mobster told the court it broke his heart when he discovered Bulger was an FBI informant. He described in detail some of the murders he committed, which he says Bulger also plotted and participated in.

Cullen weighs in on Martorano's credibility as a witness and how Bulger reacted in the courtroom on Monday.

First, the good news: Slowly but surely, the economy is coming back. And that's no small feat, given where it was in 2009.

Then, everything else: The constitutional scholar, civil libertarian and antiwar activist can't seem to wake up each day without some basic challenge to his political ecology. The confirmed presence of chemical weapons in Syria now makes some sort of escalation there inevitable, just as the war in Afghanistan winds down. (More military support for the rebels? No-fly zone?)

The 31-year-old Georgetown Law School student was in Syria reporting on the violent conflict and humanitarian crisis as a freelance journalist for several news agencies.

There were three of them, one of them probably a child, and at least one met a gruesome end at the hands of a terrifying predator.

About 67 million years later, a Wyoming rancher led scientists to their remains. Now experts are digging out one of the most complete skeletons yet of a Triceratops, the three-horned, plant-eating dinosaur that was one of the last of the giant reptiles.

"There's only three other skeletons that will match the completeness of one of the specimens we're excavating right now," said paleontologist Peter Larson, president of the Black Hills Institute of Geological Research.

What everyone’s talking about:
A former government contractor employee, Edward Snowden, revealed that the National Security Agency has secret programs to collect records of domestic phone calls in the U.S. and Internet activity of overseas residents, according to documents he provided to The Guardian and The Washington Post. His disclosures prompted reactions from both major political parties in Washington. Republican Rep. Peter King told Anderson that Snowden put American lives at risk and that he believes journalists involved in reporting stories about classified programs should face consequences. However, columnist Glenn Greenwald, the journalist who broke the story for The Guardian, said he was “staggered” by Rep. King suggesting he be prosecuted for his reporting, and King's claims that Greenwald threatened to release the names of CIA personnel. Greenwald called that completely false. As for Snowden, Wikileaks founder Julian Assange had some advice for him: “Go to Latin America." Speaking from the Ecuadorian Embassy in London, Assange told Anderson, "Latin American has shown in the past 10 years that it is really pushing forward in human rights. There’s a long tradition of asylum.”

The man accused of murder, rape and holding three women in his Cleveland home pleaded not guilty on Wednesday. Ariel Castro was indicted last week on 329 counts. Anderson spoke with kidnapping victim Jaycee Dugard’s psychologist, Rebecca Bailey, about how victims cope and rebuild their lives after the trauma endured in captivity.

Sarah Murnaghan’s family received positive news this week: the 10-year-old girl, who has cystic cibrosis, received adult lungs and is currently in the recovery process. The family spokeswoman released a statement on Wednesday that read, in part: “We are thrilled to share that Sarah is out of surgery. Her doctors are very pleased with both her progress during the procedure and her prognosis for recovery … We are elated this day has come, but we also know our good news is another family’s tragedy. That family made the decision to give Sarah the gift of life –and they are the true heroes today.” Anderson talked to CNN’s Dr. Sanjay Gupta about the risks of the lung transplant and how doctors performed the special surgery.

Today’s Scoop:

Last week we brought you the story of Kristin Beck, the former U.S. Navy SEAL who came out as a transgender after she spent 20 years fighting for her country as Chris Beck. We have more of Beck’s story tonight in an “Anderson Cooper Special Report: From Chris to Kristin: A Navy SEAL’s Secret” at 10p.m. ET.

Looking ahead:

In a Keeping Them Honest report, Drew Griffin updates his investigation into cancer charities that abuse and squander your hard-earned donations.

FBI Director Robert Mueller defended the collection of Americans’ phone records and called the controversial surveillance program legal when he spoke Thursday on Capitol Hill. Muller told the House Judiciary Committee that had the information-gathering been in place before the 2001 terrorist attacks it could have helped track down one of the 9/11 hijackers.

But some lawmakers and civil liberties groups are blasting the surveillance programs conducted by the National Security Agency after classified leaks last week detailed how they worked. NSA contractor Edward Snowden leaked the top secret information and is now in hiding in Hong Kong. He could face criminal charges here in the U.S. Here’s the AC360 411 on the NSA:

Pres. Harry Truman established the agency more than 60 years ago on November 4, 1952.

The NSA Director is appointed by the Secretary of Defense and is always a commissioned military officer with a rank of at least three stars.

NSA headquarters are in a highly-secured area of Maryland’s Fort Meade Army base with 18,000 parking spaces.

Other NSA facilities are in Hawaii (where Snowden worked), Georgia, Texas and Colorado.

The agency is building a new surveillance data center near Salt Lake City, Utah and is expected to be operational this fall.

One expert estimates the new data center will be able to hold 500 quintillion pages of data. If you printed those pages and stacked them on top of one another it could stretch from the moon and back 66 million times.

The agency has 35,000 employees who are half military and half civilians.

In 2002, the NSA claimed to be the largest employer of mathematicians in the United States “and perhaps the world.”

The NSA has one of the largest police forces in Maryland.

The NSA budget is classified, but experts says it’s likely at least $10 billion a year.

Beer was sold in the NSA cafeteria during the 70s and 80s.

Due to its secrecy, the NSA has been nicknamed “No Such Agency”

Jaenette and Kristian Coyne's home was destroyed by the blaze in Colorado. They escaped the fire with their 20-month-old baby and the few sentimental items they could pack with little time to get out.

At a local fire station on Tuesday, they watched the images on the news showing their home consumed by flames. "It was probably the worst thing I've ever seen in my life," said Jaenette. They told Anderson Cooper how they're processing the devastating destruction of their property in an interview on Thursday.

"We literally had five minutes and we left because the flames were there," said Jaenette. "The first thing I grabbed was the baby album, then I grabbed our personal computer ... we grabbed the fire box ... and that was it. We had to leave."

The couple added that despite the loss, they're grateful that they know what happened because many of their friends are still waiting for confirmation on the status of their homes. While the wildfires continue to burn, they're focused on friends and neighbors in their community.

Firefighters made little headway Thursday against a raging wildfire near Colorado Springs, Colorado, which has scorched close to 16,000 acres, destroyed 360 homes and claimed at least two lives.

Witnesses spoke to the two victims in the afternoon, El Paso County Sheriff Terry Maketa told reporters.

"They said that they could see a glow to the west. They were packing their personal belongings, trying to get out," he said.

Earlier, county spokesman Dave Rose told CNN that the Black Forest Fire, burning northeast of the city, now appears to be the most destructive in terms of property lost in state history.
