<p>Tonight, we&#039;re tracking your money on Capitol Hill.  It&#039;s buying votes for health care reform.</p>
<p>The Senate vote to end debate on a $871 billion bill took place early this morning, very early. 1 a.m. ET. The final tally was 60-40, straight-down party lines. All Republicans voted no.  All Democrats and two independents, Sen. Joe Lieberman and Sen. Bernie Sanders voted yes.</p>
<p>How did the Dems get those 60 votes? That&#039;s what we&#039;re looking into.</p>
<p>Senate Majority Leader Harry Reid (D-Nevada) had to reel in moderates like Democratic Sen. Ben Nelson.</p>
<p>Nelson got a provision added to the bill that would let your tax dollars pay for any Medicaid expansion in his state of Nebraska. No other state has that benefit.</p>
<p>He&#039;s not the only senator who made a deal.</p>
<p>We&#039;ll tell you who else got something in the negotiations.</p>
<p>Back to Sen. Harry Reid, he said there&#039;s nothing wrong with the tactic. He sees it simply as politics.</p>
<p>&#034;That&#039;s what legislation is all about. It&#039;s the art of compromise,&#034; Reid said.</p>
<p>Republicans fired back on the Senate floor.</p>
<p>&#034;Make no mistake, if the people who wrote this bill were proud of it, they wouldn&#039;t be forcing this vote in the dead of night, &#034; Minority Leader Sen. Mitch McConnell said.</p>

<p>The bill faces a few procedural votes this week, with a final vote expected Christmas Eve.  It&#039;s expected to win approval, again along party lines. Then the bill must be reconciled with a <a href="http://www.latimes.com/news/nation-and-world/la-na-healthcare-bills-comparison21-2009dec21,0,5725633.htmlstory" target="_blank">House version</a>.</p>
<p>Tonight, we&#039;ll dig deeper into the two different versions and show you what&#039;s at stake for you and your family.</p>
<p>Also on our radar, the New Jersey father at the center of an international custody fight. David Goldman hopes to find out tomorrow if Brazil&#039;s Supreme Court will let him bring home his 9-year-old son Sean.  We&#039;ve been following this case since 2004, when Goldman&#039;s wife took Sean to Brazil and never returned. She filed for divorce, remarried and died last year giving birth to a daughter.  Since then, Sean&#039;s been living with his stepfather in Brazil.</p>
<p>Tonight, you&#039;ll hear from David Goldman and the lawyer for the Sean&#039;s Brazilian family.</p>
<p>And, we&#039;re looking at a new order from the U.S. general in charge of northern Iraq that makes getting pregnant or impregnating a fellow soldier an offense punishable by court-martial.</p>

<p>It was a late night on Capitol Hill last night. In a 60-40 vote, cast shortly after 1 a.m., the Senate ended debate on a package of controversial revisions to the $871 billion health care reform bill.  The vote was a major victory for Democrats and it means that the Senate is on track to pass the bill on Christmas Eve. But it’s not over yet - if it passes, the measure will then have to be merged with a roughly $1 trillion plan passed by the House in November. Republicans ripped the majority for rushing the process and passing the measure in the middle of the night.</p>
<p>So what exactly is in the plan and who’s paying for it? It’s made both liberals and conservatives angry. What favors were promised to ensure the support necessary to keep the bill moving?  We’re keeping them honest tonight and we’ll explain exactly what this bill means for you and how it could lead to changes in the nation’s health care system.</p>
<p>The Senate vote left President Barack Obama on the cusp of claiming victory on his top domestic priority and enacting the biggest expansion of federal health care guarantees since the enactment of Medicare and Medicaid more than four decades ago. The President isn’t expected to make a public statement on the Senate vote but he’s scheduled to speak later today on the efficiency and effectiveness of the federal government. Ironic, given what we’ve seen on the Senate floor, right?</p>
<p><span id="more-64382"></span></p>
<p>We’re looking into recent reports that members of the U.S. military who become pregnant while serving in northern Iraq now face the possibility of a court-martial or jail time. Apparently, the rule applies to anyone who becomes pregnant or impregnates another service member. Typical protocol in the military is that when a soldier becomes pregnant she is removed from the battlefield within a couple of weeks. But this new policy takes it a step further. Why the change? What does it mean for women and men on the battlefield?</p>
<p>And tens of thousands of people chanted anti-government slogans today before the funeral of a top Iranian cleric who turned into one of the regime’s most vocal critics, witnesses reported. The Senior Iranian dissident cleric Grand Ayatollah Hussein Ali Montazeri died on Sunday. He was one of several prominent clerics who publicly criticized the presidential elections last June. Some believe his death is a blow to the reformist movement; he had become a prominent voice of the movement, speaking out on key foreign policy issues. So what will his death mean for the green movement in Iran? Meanwhile, Iranian President Mahmoud Ahmadinejad is on the media circuit and will sit down with ABC’s Diane Sawyer today. We’ll dig deeper tonight.</p>

<p>It could be a brutal weekend from Virginia to all points north.  A storm may dump close to two feet of snow in some places, along with blizzard conditions.  Virginia&#039;s governor has declared a state of emergency, where it&#039;s already snowing in the western part of the state. He and officials in other locations, all along the east coast, are urging people to stay home. Of course, that&#039;s not what retailers want on this last weekend before Christmas.</p>
<p>Tonight on 360°, we&#039;ll check in with CNN Meteorologist Chad Myers,  who calls this a &#034;monster storm&#034;.   Depending on where the storm tracks, residents may see no snowfall or 20 inches, Meyers said, pointing out there could be only a 50 or 60-mile difference between the two parameters.</p>
<p>We also have the raw politics of Pres. Obama&#039;s climate change deal with China, South Africa and Brazil.  Mr. Obama announced the &#034;meaningful and unprecedented&#034; agreement when leaving the U.N. conference in Copenhagen, Denmark.</p>
<p>&#034;We agreed to list our national actions and commitments, to provide information on the implementation of these actions through national communications with international consultations and analysis under clearly defined guidelines.  We agreed to set a mitigation target to limit warming to no more than 2 degrees celsius, and importantly to take action to meet this objective consistent with science.  Taken together these actions will help us to lead our responsibilities to leave our children and grandchildren a safer planet, &#034; Pres. Obama said.</p>
<p>Also tonight, we&#039;ll tell you the story of Shadow the dog.  Shadow was deeply loved and lost, shot to death when he strayed into a yard.  His owners have filed a civil suit against the Vermont man who pulled the trigger, claiming emotional distress and loss of companionship. They say they should get more than just the money that covered what they paid to adopt him, the veterinary bill linked to the shooting and the cost of his cremation. They say Shadow was more than property, he was family.</p>
<p>The lawyer for the man who shot Shadow told the Associated Press his client &#034;has always regretted that it happened.&#034; His client pleaded guilty to a misdemeanor charge of animal cruelty. He was given a year of probation and ordered to pay $4,000 restitution to Shadow&#039;s owners and perform 100 hours of community service.</p>
<p>The case is now in the hands of Vermont&#039;s highest court. We&#039;ll talk about the possible legal precedent it could set with our legal analyst Jeffrey Toobin and Lisa Bloom.</p>

Obama said there is no time to waste and that there has to be movement on all sides. He sounded impatient with the progress of the two-week summit so far and said the discussions had produced little more than talk.</p>
<p>So what is Obama expecting to accomplish? Why, in the midst of domestic challenges such as the economy and health care, is Obama taking such a prominent stand in the climate debate? he last time he was in Copenhagen &#8211; in October to try to win the 2012 Olympic bid for Chicago &#8211; he came back empty-handed. Will he be successful this time?</p>
<p>We’re not taking sides in the climate change debate, we’re reporting the facts. What kind of changes are we seeing in the environment? During our reporting for Planet in Peril, Anderson traveled to the Amazon Rainforest in Brazil. It produces about 20 percent of the Earth’s oxygen and plays a big role in controlling the climate of the entire planet. It’s also home to more species of plants and animals than any other ecosystem on Earth – about 30 percent of the world’s total. But approximately one-fifth of the Amazon has disappeared in the past three decades. Most of this is because of deforestation which has occurred over the years because of logging – both legal and illegal, construction and agri-business. Don’t miss Anderson’s report tonight.</p>

<p>The violence continues in Mexico. This week, the leader of one of the largest drug cartels was killed by Mexico’s navy. Six other cartel members and one naval petty officer also died in the raid and three people were arrested. Although the death of the leader of a major drug cartel is a victory for the government, many worry it could spur more retaliatory violence. Michael Ware has been following the drug war in Mexico and will have the latest for us tonight.</p>
<p>We’re getting more details on what exactly happened at the sweat lodge ceremony in Sedona, Ariz. two months ago. James Arthur Ray, the self-help guru, was in charge of the program that left three dead and more than 19 hospitalized. CNN has been told by investigators that it will be January at the earliest before the investigation into the incident is finished. Ray faces the possibility of serious charges in connection with the deaths, but we’re told the investigation is more involved than expected because other Ray programs and events are also being examined. Gary Tuchman speaks to a former Ray employee who was with him the day of the sweat lodge tragedy. She has some eye-opening and disturbing things to say about Ray and his events.</p>
<p>The health care debate continues to boil over on Capitol Hill. Yesterday afternoon, Democratic Sen. Al Franken refused to let Sen. Joe Lieberman finish his speech on the Senate floor. Lieberman was speaking about preserving the Medicare trust fund. After his allotted 10 minutes, Lieberman asked for more time to finish his speech (a request which is typically granted) but Franken objected. Sen. John McCain jumped in to say that “never in his 20-some years” had he seen that happen. According to a Franken spokesman, he was trying to enforce strict time limits so that they could get to the health bill. Apparently, Lieberman and Franken reconciled because they were seen talking and laughing on the Senate floor later in the afternoon.</p>

<p>In 2004, Roy Hallums was kidnapped in Iraq.  He was rescued in 2005, after enduring 311 days as a hostage. Hallums was actually buried alive when he was found by U.S. Special Forces. We now have exclusive video of his rescue. We’ll show you how the Special Forces managed to get him out alive. Michael Ware talks to Hallum about what he went through, and also shares details of his own experience being kidnapped in Iraq.</p>
<p>In Afghanistan, there are more contractors in Afghanistan than troops, most of them Afghan nationals. But how are those billions of dollars being spent and who is watching out for potential waste? That will be the subject of hearings on Capitol Hill today and tomorrow. What lessons have we learned from Iraq and do they translate to the situation on the ground in Afghanistan?</p>
<p>We’re also getting new information about what went down between a United Nation official in Afghanistan and President Hamid Karzai’s administration during the Afghanistan presidential election three months ago. Apparently, Peter Galbraith, the No. 2 official for the UN, proposed enlisting the Obama administration in a plan to replace Karzai. But when Karzai learned about it, he became incensed, according to two senior U.N. officials. Galbraith left the country in early September and was let go soon after his departure.</p>
<p><span id="more-64109"></span></p>
<p>Police searching for a missing Utah woman believe she may have been the victim of a crime. “There is circumstantial evidence of foul play going on here,” said Asst. Chief Craig Black of the West Valley Police Department. Susan Powell, 28, has not been seen or heard from since December 6. Her husband, Joshua Powell, told police she was at home early Sunday morning when he took their two young children on a camping trip in a remote area of the state, authorities said. Powell claims his wife was not home when they returned on Tuesday. We’ll have the latest details in the investigation in this crime and punishment story tonight.</p>
<p>In Shenandoah, Pennsylvania, a young man was beaten to death. Two men were charged and found guilty of only simple assault, serving less than a year in prison.  Was it a hate crime?  The Department of Justice says it was. The DOJ is now unsealing indictments and charging the two men with a hate crime. The indictment also alleges three Shenandoah police officers - including the police chief – many have conspired to obstruct justice.  The officers have pleaded not guilty. Soledad O’Brien traveled to Shenandoah where she speaks to people in the town about the latest development in this case.</p>
<p>And Secretary of State Hillary Clinton arrived in Copenhagen early today amid concerns that time is running out at the climate change summit for world leaders to agree on a deal to combat global warming. The U.N.’s top climate official admitted yesterday that negotiations had unexpectedly stalled and that the next day would be crucial to making any sort of progress. President Barack Obama is expected to join the talks tomorrow.</p>
<p>And we’re following up on the American father who hopes to bring his 9-year-old son home from Brazil. He’s been part of a long international custody battle that has involved members of the State Department and many Brazilian courtrooms. Yesterday, a Brazilian court ordered that he boy be returned to the custody of his father in the U.S. The father, David Goldman, spoke to us as he was boarding the plane last night. We’ll keep you updated on this story tonight.</p>

<p>Is Pres. Obama flip-flopping on a promise to let Americans buy cheaper prescription drugs from other countries?</p>
<p>Here&#039;s what he said on the campaign trail last year:</p>
<p>&#034;We&#039;ll tell the pharmaceutical companies, &#039;Thanks, but no thanks, for overpriced drugs&#039;. Drugs that cost twice as much here as they do in Europe and Canada and Mexico.... we&#039;ll allow the safe reimportation of low-cost drugs from countries like Canada.&#034;</p>
<p>Seems the President forgot about making that comment.</p>
<p>With backing from the White House, the Senate has voted down measures that would have allowed low-cost drugs from other nations.</p>
<p>Tonight, we&#039;re keeping them honest.  Joe Johns is tracking the reversal, which has links to the health care reform fight.</p>
<p>Speaking of health care, the debate was halted on the Senate floor today when Republicans insisted a 767-page amendment be read out load &#8211; word, for word.</p>
<p>By some estimates, the read-a-thon could have gone on for 12 hours, but Sen. Bernie Sanders of Vermont, who sponsored the amendment, withdrew the measure to stop the tactic in the third hour.</p>
<p>Sanders, an Independent, then blasted the GOP for trying to halt the U.S. government.</p>
<p>Republican Sen. Tom Coburn of Oklahoma, who started the reading, defended the tactic in a statement posted on his <strong><a href="http://coburn.senate.gov/public/index.cfm?FuseAction=LatestNews.PressReleases&amp;ContentRecord_id=988e6789-802a-23ad-4aaa-f504d0b388d8" target="_blank">web site</a></strong>.</p>
<p>&#034;The American people deserve to understand the competing approaches to reform in the U.S. Senate. It&#039;s unfortunate that Senator Reid waited until the last minute to introduce his bill and now wants to rush it through the Senate. This reading will provide a dose of transparency that has been lacking in this debate,&#034; Coburn wrote.</p>
<p>Across the aisle, Democrats are firing back.</p>
<p>&#034;It&#039;s not a stretch at this time of year to think of Ebenezer Scrooge, who when asked for a contribution for those in need replied, &#034;What, are there no poorhouses?&#034; My Republican colleagues are acting Scrooge-like during this holiday season.  They are holding so tightly to their political tactics that they are forgetting the needs of others, forgetting the very democratic values they profess so fiercely to protect,&#034; Sen. Robert Menendez, (D) New Jersey, said.</p>

<p>We&#039;re also tracking a mysterious story out of Texas.  A 10-year-old boy was taken from his school bus by uniformed officers and returned to his father.  It was all caught on tape. We&#039;ll show you the video.  At the time, court officials believed the father should have custody. But now a warrant has been issued for the father, who&#039;s accused of using incomplete Mexican court documents to get his son.</p>
<p>Ever since the tense moment on that school bus last month, the boy and his father haven&#039;t been seen. Tonight, you&#039;ll hear from the boy&#039;s mother who wants her son returned.</p>

<p>Tonight we’re following the investigation into James Arthur Ray, the self-help guru whose sweat lodge program led to the deaths of three people two months ago. One of Ray’s former employees is speaking out and it appears that she could be one of the prosecution’s star witnesses. She was at the sweat lodge event where the three people died from heat stroke. She describes a tumultuous scene as people passed out and became ill. While she performed CPR, she says Ray was indifferent, did nothing to help and rode off in a golf cart. And she tells us other stories that leave many questions unanswered about Ray’s actions. Don’t miss Gary Tuchman’s report tonight.</p>
<p>It’s a busy week for President Obama. The health care debate is intensifying, there are concerns over security in the Af-Pak region, the economy is – as always – in the limelight, and he will head to Copenhagen for the Climate Summit tomorrow morning.</p>
<p>The President will join other world leaders in the Danish capital to agree on a pact to curb global warming. But will there by anything to sign? Representatives from China, the U.S., India and the European Union – the world’s top polluters – have disagreed and walked out of talks. Will the highly anticipated deal to combat global warming actually take shape or will the leaders make no progress? We’ll bring you the latest tonight.</p>

<p>We’re not taking sides in the climate change debate, we’re reporting the facts. What kind of changes are we seeing in the environment? During our reporting for Planet in Peril, Anderson traveled to the Amazon Rainforest in Brazil. It produces about 20 percent of the Earth’s oxygen and plays a big role in controlling the climate of the entire planet. It’s also home to more species of plants and animals than any other ecosystem on Earth – about 30 percent of the world’s total. But approximately one-fifth of the Amazon has disappeared in the past three decades. Most of this is because of deforestation which has occurred over the years because of logging – both legal and illegal, construction and agri-business. Don’t miss Anderson’s report.</p>
<p>And speaking of climate change, the debate between Sarah Palin and California Gov. Arnold Schwarzenegger is heating up. Palin has questioned whether human activity contributes to climate change and wrote an op-ed in the Washington Post last week blasting the cap and trade policy promoted by the Obama administration to limit emissions. Schwarzenegger questioned her stance on the topic and asked what she was “trying to accomplish.” Palin blasted back at the governor on her Facebook page. We&#039;ll have the latest on the tête-à-tête tonight.</p>
<p>General Petraeus is in Afghanistan where he says he believes some foreign fighters have returned to Afghanistan from Pakistan due to the fighting there. He says is watching to ensure that the Afghan side of the border region doesn’t become a safe haven for insurgents. Meanwhile, according to reports this morning, in addition to the 30,000 troops that will deploy to Afghanistan, more than 55,000 contractors will also be sent to the region. Who are the contractors and what will they be doing? How much does it cost to keep them there?</p>
<p>And Ben Bernanke was named TIME Person of the Year this morning. The American economist and the current Chairman of the United States Federal Reserve was nominated by President Obama to a second term in August. What do you think of the choice?</p>

<p>President Obama is urging America&#039;s bailed out banks to step up and help restore the economy. He met with bank executives at the White House today and urged them to provide more loans to small-business owners.</p>
<p>&#034;My main message in today&#039;s meeting was simple: America&#039;s banks received extraordinary assistance from American taxpayers to rebuild their industry. And now that they are back on their feet, we expect an extraordinary commitment from them to help rebuild our economy,&#034; Obama said.</p>
<p>That comment was a lot more muted than what the president said last night on CBS&#039; 60 Minutes when he blasted the banking industry. &#034;I did not run for office to be helping out a bunch of, you know, fat-cat bankers on Wall Street,&#034; Obama said last night.</p>
<p>Tonight on 360°, we&#039;re tracking the dollars and keeping them honest. Are bankers doing enough to revive the U.S. economy?  Or are they looking only for only their bottom-line?  Share your thoughts below.</p>
<p>Here&#039;s a cash reality check: Since last year, more than $450 billion bailout dollars - your tax dollars - have been given to banks. Over the same time period, banks have slashed lending to businesses by about 15 percent. CNN Money estimates JP Morgan Chase, Morgan Stanley and Goldman Sachs alone will give nearly $30 billion in bonuses. Plus, America&#039;s banks have spent more than $36 million lobbying against financial reform this year.  </p>
<p>&#034;I should note that around the table all the financial industry executives said they supported financial regulatory reform, &#034; Obama said today. &#034;The problem is there&#039;s a big gap between what I&#039;m hearing at the White House and the activities of lobbyists on behalf of these institutions or associations of which they&#039;re a member up on Capitol Hill,&#034; he added.</p>
<p>After today&#039;s White House meeting only three of the ten bankers in attendance talked to the media.  One of them was Richard Davis, CEO of US Bancorp who agreed there is a &#034;disconnect&#034; between what bankers are saying and what the lobbyists are doing on Capitol Hill. &#034;We&#039;re going to do a better job,&#034; he said.</p>
<p>Davis also addressed the concern that banks aren&#039;t doing enough lending.</p>
<p>&#034;You don&#039;t want us to make loans that are not strong and well suited for the consumer or the small business. So we agree viscerally that more lending needs to be done, we&#039;re looking for those opportunities to make sure that we don&#039;t put people in harm&#039;s way, and we don&#039;t put banks back in harm&#039;s way.&#034;</p>
<p>Tonight we also have a 360° follow on the videotaped beating death of a Chicago high school student back in September. You may recall, Derrion Albert was killed in a brawl that involved about 50 students. The attack shocked the nation.</p>
<p>You&#039;ll hear from the brother of one of the four teens charged in the killing of Derrion.</p>

<p>CNN&#039;s TJ Holmes talked with Vashion Bullock, who was also part of the fight, right in the middle of the melee.</p>
<p>TJ asked Vashion if anyone should be held accountable for the death.</p>
<p>&#034;No, not accountable for the whole thing, because it was a mistake. Ain&#039;t nobody want him to die, ain&#039;t nobody meant for him to die&#034;, Bullock said.</p>
<p>The way Bullock sees it fighting is about &#034;survival.&#034;</p>

<p>President Obama meets with bank leaders today to encourage them to do more for the economy, such as boosting small-business lending. The CEOs of 12 banks are expected to attend, including the heads of American Express, Bank of America and Citigroup (the latter, by the way, became the last big Wall Street bank to return bailout funds to the government today).  Why aren’t banks making small loans? Will Obama’s pressure make a difference?</p>
<p>During his meeting with the Wall Street types, the President is expected to remind them of the intentions of the Troubled Asset Relief Program (TARP)  - to buttress the economy and &#8211; essentially &#8211; save their shirts. The high bonuses and the lack of lending have led to what Obama has called a “frustrated” American public.</p>
<p><span id="more-63633"></span></p>
<p>Over the weekend, Sen. Joseph Lieberman signaled he would oppose a health care bill that includes a proposal to expand Medicare to people as young as 55. Lieberman told Sen. Majority Leader Harry Reid that he would vote against the proposal and he would also oppose cloture and work with the GOP if ends up in the final version of the bill. This is a blow to Democrats who were hoping for Lieberman’s vote to pass the bill. So what will this mean for the Senate version of the health care bill? And what prompted Lieberman to voice his opposition?</p>
<p>We’re also following the investigation into James Arthur Ray, the self-help guru whose sweat lodge program led to the deaths of three people two months ago. One of Ray’s former employees is speaking out and it appears that she could be one of the prosecution’s star witnesses. She was at the sweat lodge event where the three people died from heat stroke. She describes a tumultuous scene as people passed out and became ill. While she performed CPR, she says Ray indifferent, did nothing to help and rode off in a golf cart. And she tells us other stories that leave many questions unanswered about Ray’s actions. Don’t miss Gary Tuchman’s report tonight.</p>
<p>We also learned today that Iran will put on trial the three U.S. hikers facing espionage charges. The young American college students have been jailed for more than four months after allegedly entering Iran illegally. Their families say they were hiking and crossed the border unintentionally. What kind of trial will they face?</p>

<p>Tiger Woods is taking an &#034;indefinite break&#034; from golf. He posted this announcement on this <a href="http://web.tigerwoods.com/news/article/200912117801012/news/" target="_blank">web site</a> tonight:</p>
<p>&#034;I am deeply aware of the disappointment and hurt that my infidelity has caused to so many people, most of all my wife and children. I want to say again to everyone that I am profoundly sorry and that I ask forgiveness. It may not be possible to repair the damage I&#039;ve done, but I want to do my best to try.</p>
<p>I would like to ask everyone, including my fans, the good people at my foundation, business partners, the PGA Tour, and my fellow competitors, for their understanding. What&#039;s most important now is that my family has the time, privacy, and safe haven we will need for personal healing.</p>
<p>After much soul searching, I have decided to take an indefinite break from professional golf. I need to focus my attention on being a better husband, father, and person.</p>
<p>Again, I ask for privacy for my family and I am especially grateful for all those who have offered compassion and concern during this difficult period.&#034;</p>

<p>The announcement comes two weeks after a car accident led to the shocking fall from grace for the world&#039;s No. 1 golfer, which included allegations of numerous extramarital affairs.</p>
<p>After the crash, Woods apologized for &#034;transgressions&#034; that &#034;let his family down.&#034;  Those comments came just as the magazine US Weekly published a report alleging Woods had an affair with a cocktail waitress.</p>
<p>Woods and his wife, Elin, have been married five years and have two children.</p>
<p>Tonight, we&#039;ll have the all the angles on Woods&#039; decision. Could his break from the sport impact his endorsements?</p>
<p>We have put together a panel of sports journalists to weigh in on Woods&#039; annoucement.</p>

<p>If you saw AC360° last night, you saw Anderson’s live report from an underground tunnel that was discovered under the border between Tijuana, Mexico and San Diego, Calif.</p>
<p>The tunnel – complete with an elevator shaft, electricity and pipes – is approximately 900 feet long and nearly 100 feet deep. Tonight, Anderson explains exactly how this tunnel was built. Law enforcement agents estimate that it had been under construction for almost three years and thirteen people were arrested when it was uncovered.</p>
<p>Who else was behind the construction of this illegal route? Investigation into potential involvement by drug cartels is ongoing. Jackhammers, cigarette lighters and pages torn from magazines still litter the ground in the most elaborate tunnel authorities say they’ve found in the ongoing attempt to curb drug smuggling and violence along the U.S. border with Mexico.</p>

<p>And we have a special investigation tonight. They are called the Toronto 18 – a group of homegrown terrorists that were planning to create their own, Canadian version, of 9/11. The plot, frightening, the date: September 11th, 2006. It would have been a five year &#034;celebration&#034; of the attack on the World Trade Towers and it would have most likely killed thousands. But what awaits him at home isn’t the most welcoming of news– recent poll numbers show that 48 percent of Americans approve of the job he is doing as President. That’s a drop from 7 percentage points from a survey last month. Fifty percent said they do not approve. Meanwhile, just 11 months before the mid-term elections, polls indicate that the public is divided over whether the country would be better off with Democrats or Republicans controlling Congress.</p>

<p>Tonight on 360°, Anderson will be reporting live from San Diego, along the U.S.-Mexico border, where authorities have discovered a very sophisticated drug tunnel. 13 people were arrested inside the tunnel last week.</p>
<p>Anderson and his team have just fed us video from inside the tunnel, which we will show you tonight on the program. You will be amazed at the work that went into this tunnel.  The entrance is in a bathroom, inside a  Tijuana, Mexico warehouse.  It looks like any other bathroom, until you look closely and notice it has a false floor that can lower down about eight feet.</p>
<p>The tunnel covers approximately 900 feet in total and reaches a depth of about 100 feet, with several rooms. Though, the main shaft is five-feet by four-feet and the people who built it even installed an elevator, electricity and pipes for water.</p>
<p>Anderson will give you a tour of the drug tunnel. He&#039;ll also talk with DEA and Immigration officials on the scene. Hear what they&#039;re facing on the job and how they&#039;re trying to secure the U.S. border.</p>
<p>We&#039;ll also give you an up close look at the drug war in Juarez, Mexico, along the border with Texas.</p>
<p>Michael Ware and his producer Ismael Estrada went on patrol with a task force in Juarez, where they discovered it&#039;s still a deadly place to be.</p>
<p>And, we&#039;ll take you to Olso, Norway where Pres. Obama accepted the Nobel Peace Prize today,  just days after he ordered more U.S. troops to Afghanistan.</p>

<p>Authorities have uncovered an unfinished tunnel under the border between the United States and Mexico. The tunnel, complete with an elevator, electricity and a ventilation system, extends from Tijuana, Mexico to Otay Mesa, Calif., in San Diego.</p>
<p>The tunnel was discovered by Mexican law enforcement working with the San Diego Tunnel Task Force, which includes agents from Immigration and Customs Enforcement, the Drug Enforcement Agency and the U.S. Border Patrol.<br />
The tunnel is approximately 900 feet long and reaches a depth of up to 100 feet. Anderson will report live from inside the tunnel tonight, where authorities believe Mexican drug cartels would have smuggled drugs under the border in the U.S.</p>
<p>Michael Ware is in Juarez, Mexico – a city still plagued by drug violence. Yesterday, Michael Ware went out on patrol with Mexican law enforcement agents. Seventeen people were killed in the city that day – including two children.  Tonight he’ll report on the drug rehabilitation centers where cartels are trying to recruit drug addicts.</p>

<p>President Obama accepted the Nobel Peace Prize in Oslo, Norway this morning. He acknowledged criticism about his selection but said the use of force is sometimes deemed ‘not only necessary but morally justified.’ What did you think of his speech?<a href="http://www.cnn.com/2009/POLITICS/12/10/obama.transcript/index.html" target="_blank"> Read the full transcript here.</a></p>
<p>We’ll also dig deeper on the terror arrests in Pakistan yesterday. Five American men &#8211;arrested in Pakistan&#8211;had been reported missing in the US, and police are confident they were planning terrorist acts. The FBI has been searching for the men since their families reported them missing and expressed fears they may have gone to Pakistan. Apparently, the families were concerned after they found what they described as a disturbing 11-minute farewell video from the young men, showing scenes of war and casualties and saying Muslims must be defended. Are we facing a threat of homegrown terrorism? We’ll have the latest developments on the case tonight.</p>
<p>And today the California Court of Appeals hears arguments from lawyers representing the Oscar-winning filmmaker arguing that the Los Angeles Superior Court should be able to rule whether to dismiss charges regardless of Polanski&#039;s presence in court. Polanski was arrested in Zurich, September 26, on a long-standing extradition request from the US Department of Justice relating to his 1978 escape from child sex charges. We’ll talk about the case tonight with Jeffrey Toobin.</p>

<p>Tonight, we are following several new developments in the war on terror. Five missing Virginia men have turned up in Pakistan where they have been arrested and accused of planning terrorist attacks. Meanwhile, a Chicago man appeared in court today and pleaded not guilty to charges he&#039;s tied to terror plots in India and Denmark.  Here&#039;s the chilling reality: The suspects are all Americans, who are suspected of homegrown hate here on U.S. soil.</p>
<p>If you think you&#039;ve been seeing a lot of stories like this one lately, the sad fact is you&#039;re right. Tonight, Anderson will show you the reach of homegrown extremism. The accused arrested within the last year have ties to cities across America: Denver, New York, Detroit, Minneapolis, Raleigh, North Carolina and more.</p>
<p>Homeland Security Secretary Janet Napolitano recently talked about the homegrown threat.</p>
<p>&#034;Home-based terrorism is here. And, like violent extremism abroad, it will be part of the threat picture that we must now confront,&#034; she said.</p>
<p>Tonight, we will give you the facts on today&#039;s arrests in Pakistan of the five Americans.  The men all disappeared recently from their homes in Northern Virginia. Their families contacted the FBI soon after they vanished.</p>
<p>One of the men left behind a video.</p>
<p>&#034;I recall the video is about 11 minutes. It&#039;s like a farewell, and they did not specify what they will be doing. But just hearing and seeing videos, similar on the internet, it just made me uncomfortable, &#034; said Nihad Awad, Executive Director of The Council on American-Islamic Relations (CAIR), at a news conference this afternoon.</p>
<p>The video &#034;juxtaposed certain verses of the Quran,&#034; and Awad suggested the verses were interpreted incorrectly.</p>
<p>CAIR officials said they&#039;re &#034;going to launch a major campaign of education to refute the misuse of verses in the Quran, or the misuse of certain grievances in the Muslim world.&#034;</p>
<p><span id="more-63207"></span></p>
<p>As for the Chicago case, David Headley appeared in court today for just three minutes. Headley faces charges he helped plan the November 2008 terrorist attacks in Mumbai, India, which killed 160 people. He&#039;s also accused of plotting to attack a Danish newspaper, a plot that was never carried out.</p>
<p>The Justice Department says Headley made five separate trips to Mumbai between 2006 and 2008.</p>
<p>&#034;During his stays in India, Headley conducted extensive surveillance, taking pictures and making videotapes of various targets in India, including, but not limited to, the Taj Mahal hotel, the Oberoi hotel, the Leopold Café, the Nariman House, and the Chhatrapati Shivaji Terminus train station as well as other places of public use, state and government facilities, public transportation systems and infrastructure facilities,&#034; according to the criminal complaint.</p>
<p>The Justice Department also says Headley attended terrorist training camps in Pakistan and conspired with members of the group Lashkar-e-Tayyiba to carry out terrorist attacks.</p>
<p>We&#039;re also gathering new details on the new Senate health care plan.  Senate Majority Leader Harry Reid, D-Nevada, announced last night he had &#034;broad agreement&#034; on the bill.  According to Democratic sources, the legislation would no longer include a government-run insurance program, or &#034;public option&#034;.  Instead, the government would create a not-for-profit insurance option, much like the current health plan for federal workers. The plan also would expand Medicare coverage to American over the age of 55 who want to buy into the program.</p>

<p>Liberal and moderate Democrats have reached a “broad agreement” on a health care bill that will be sent to the Congressional Budget Office today. Two Democratic sources said that the deal includes proposals to replace the public option by creating a not-for-profit private insurance option – much like the current health care plan for federal workers. Another part of the bill is that the plan would allow people 55 and older to buy into Medicare coverage – right now it’s only available to people who are 65 and older. So what does this Senate plan mean for you? We’ll take a look at how this plan affects a variety of people – what will the impact be on people who are single in their 30s, married in their 40s and beyond.</p>

<p>The U.S. Commander in Afghanistan and the top U.S. diplomat are back on Capitol Hill today. Gen. David Petraeus and Karl Eikenberry are testifying before the Senate Foreign Relations Committee. Eikenberry, whose leaked cables indicated that he opposed sending large numbers of troops to the conflict, expressed full support for Obama’s new strategy. And later today, Gen. Stanley McChrystal will sit down with Christiane Amanpour to talk about the way forward in Afghanistan. This a must-see interview and will be simulcast live at 4:30 p.m.ET.</p>
<p>Developing countries were outraged after documents were leaked showing that world leaders at the UN Copenhagen climate talks will be asked next week to sign an agreement that hands more power to rich countries and control over climate change finance to the World Bank. The agreement, which was leaked to the UK-based paper ‘The Guardian,’ is a departure from the Kyoto protocol’s principle that rich nations should take on firm and binding commitments to reduce greenhouse gases. This is yet another controversy that casts a shadow on the progress of the Copenhagen climate summit.</p>
<p>We’re moving beyond the politics of the talks and looking at the impact of global warming on the environment. During our Planet in Peril reports, Anderson traveled around the world to see the impact of climate change on various eco-systems, habitats and populations. Don’t miss his report tonight.</p>
<p>And President Obama will attend the end of the climate summit in Copenhagen, but today he’s headed to Oslo where he’ll receive his Nobel Peace Prize tomorrow.</p>
<p>One final note – many of you loyal 360° followers may remember Anderson’s report a few years ago from the U.S. border with Mexico on the secret tunnels that run underneath the border. Law enforcement officials found another one under construction that runs from Tijuana to San Diego. It is 850-feet long and is 60’ below the surface. Anderson will be there on Thursday to broadcast live from the site of the tunnel.</p>

<p>We have breaking news from Capitol Hill, where liberal and moderate Democrats have reached “broad agreement” on a health care bill.  That’s what Democratic leader Harry Reid said just moments ago in a news conference.  Will Democrats drop the government-run insurance option and open Medicare to those under the age of 55?  We’re working our sources and we&#039;ll give you the latest developments, tonight on 360°.</p>
<p>Meanwhile, there’s a big embarrassment for the Department of Homeland Security.  A 93-page manual for airport security screeners made it onto the internet for the world to see, including terrorists.</p>
<p>“As Americans make travel plans for the upcoming holidays, this shocking breach undercuts the public’s confidence in the security procedures at our airports,” said Senator Susan Collins, R-Maine., of the Senate Homeland Security and Governmental Affairs Committee.</p>
<p>The TSA operating manual went online in March on the Federal Business Opportunity site, as part of a posting for contract work.</p>
<p>However, those who were computer-savvy could undo the blacked-out sections, making the security playbook no longer secret.</p>
<p>The TSA, which has been in charge of protecting America’s airports since the September 11th terror attacks, released this statement:</p>
<p>&#034;The Transportation Security Administration (TSA) has become aware that an outdated version of a Standard Operating Procedures document was improperly posted by the agency to the Federal Business Opportunities Web site wherein redacted material was not properly protected.‪</p>
<p>TSA takes this matter very seriously and took swift action when this was discovered. A full review is now underway.</p>
<p>TSA has many layers of security to keep the traveling public safe and to constantly adapt to evolving threats. TSA is confident that screening procedures currently in place remain strong.”</p>
<p>The agency also said the manual posted online, dated May 2008, was outdated and was never implemented. Six newer versions have been issued since that one, a TSA official said.</p>
<p>Tonight on 360°, we’ll be digging deeper into the controversy.</p>
<p>We’re also following developments in the battle for Afghanistan.  Afghan President Hamid Karzi said today he’ll need help from the U.S. for 15 to 20 years.</p>
<p>&#034;We hope that the international community and the United States, in particular the U.S., as our first ally, helps us reach the ability…  sustain a force that can protect Afghanistan with the right numbers and the right equipment, &#034; Karzai said at a news conference with U.S. Defense Secretary Robert Gates by his side during an unannounced visit to the war zone.</p>
<p>Just last week, Pres. Obama announced he wants U.S. forces to begin withdrawing from Afghanistan in 18 months.</p>
<p>But today, Pres. Karzai asked for patience. He laid out his own timeline.</p>
<p>The Afghan leader wants his Army to have control in parts of the country within two years, and total control in five years. There’s also the request for U.S. assistance for 15 to 20 years.</p>
<p>Secretary Gates pledged the U.S. “will never turn our back” on Afghanistan.</p>
<p>“The president has been very clear that will begin this process of transitioning in July of 2011… I would hope we not only could meet the timelines President Karzai has laid out… but as more afghans are trained that we will be able to beat those timelines,” Gates said.</p>
<p>“We expect this is a several year process, ”  he added.</p>

<p>In October, three people died in a sweat lodge run by self-help guru James Arthur Ray. It turns out that 12 weeks before the tragic incident, another woman’s life came to an end during another one of Ray’s workshops. But this one received little attention – in part because Ray’s company maintained a low-profile about it. The woman was participating in one of Ray’s scenarios in which she wandered around San Diego as a homeless person, without any identification or possessions. But this woman ended up jumping off a building and killing herself in the process. And if you think that’s bad, the story only gets worse. Gary Tuchman has the details for us tonight.</p>
<p>Earlier today, at least 112 people were killed in central Baghdad and more than 400 were wounded when suicide bombers exploded their cars in a series of five terrorist attacks. The attacks shattered a two-month period of relative calm in the capital that had existed since twin car bombings in late October. The passage of Iraq’s election law has led to intense controversy in the Iraqi parliament and a vote which was planned for January has been pushed back. Is Iraq facing an increased risk of danger? Are we leaving too early?</p>
<p>Robert Gates, the U.S. Defense Secretary, arrived in Afghanistan and spoke with President Karzai today. Karzai told Gates that his country would need international help for 15-20 years. Gates promised the US would not abandon Afghanistan as they had done in the past.</p>

<p>And after meeting with Obama behind closed doors yesterday, Karl Eikenberry, US Ambassador to Afghanistan, and Gen. Stanley McChrystal, the top commander on the ground in Afghanistan, will be on Capitol Hill today to talk Afghanistan strategy. They are testifying before the House Armed Services Committee and then the Senate Armed Services Committee. Last month we learned that Eikenberry and McChrystal disagreed about strategies for Afghanistan, but now that the President has announced the plan are these two leaders on the same page?</p>
<p>President Obama will speak at the Brookings Institution today about the economy. Meanwhile, new poll numbers indicate that Americans don’t see economic conditions getting better any time soon. The President wants Congress to use the funds leftover from the TARP bailout toward job creation. He will apparently argue that the money would be go directly into funding projects to build bridges and roads, weatherize homes and provide other assistance for small businesses and those who are unemployed. Is this feasible and has TARP worked?</p>
<p>They are called the Toronto 18 &#8211; a group of homegrown terrorists that were planning to create their own, Canadian version, of 9/11. The plot, frightening, the date: September 11th, 2006. It would have been a five year &#034;celebration&#034; of the attack on the World Trade Towers and it would have most likely killed thousands. Only now are we learning the full details of plot, how close it came to happening, and the surprising turn of events that has placed many of these would-be terrorists right back on the streets. Drew Griffin investigates tonight.</p>
<p>And we’re learning today that more than 20 percent of the nation’s water treatment systems have violated key provisions of the Safe Drinking Water Act over the last five years, according to a New York Times analysis of federal data. Who let this happen? How unsafe is the nation’s water supply?  We’re digging deeper tonight.</p>
<p>And today is the 29th anniversary of the death of John Lennon. He was shot and killed on the night of December 8, 1980, as he was returning to his home in Manhattan with his wife, Yoko Ono.</p>

<p>U.S. Senator Mary Cantwell is urging Secretary of State Hillary Clinton to help American college student Amanda Knox, who was convicted of murdering her study abroad roommate in Italy and sentenced to 26 years in prison. Senator Cantwell, who represents Knox’s home state, has issued a statement saying she has profound concerns that Knox has been failed by the Italian justice system. She wants Secretary Clinton to intervene and ensure that Knox gets a fair appeals trial. Tonight, Anderson talks to the senator about why she thinks U.S. officials need to step in. We’ll also hear from Former Assistant Secretary of State James Rubin. Even if Secretary Clinton decides she wants to intervene, can she?  How m uch leverage does she have?</p>
<p>Also tonight: science, skepticism and allegations of conspiracy. World leaders have gathered in Copenhagen for the United Nations climate summit but leaked emails from an internationally-renowned climate research unit are threatening to overshadow the talks. Climate change skeptics say the emails are proof that scientists have manipulated data and public perception of global warming. We’ll explain the controversy. You can decide if you think it’s a conspiracy or much ado about nothing.</p>

<p>In the health care battle, abortion is back in the spotlight. Democratic Sen. Ben Nelson has introduced an amendment to the Senate bill, similar to one in the House bill that would bar any private insurance company that receives taxpayer money from offering coverage for abortions. <p>In Copenhagen today, 15,000 people from 192 countries are hashing out a successor to the Kyoto Treaty, the global agreement regulating greenhouse gases. The current agreement expires in 2012. So what are the key issues that will be tackled by members of the summit? What impact will emission limits have on industries, the economy and jobs? And do most Americans care? Enough to do something about it?  Already today, a European official claimed that the U.S. and China have not offered to go far enough to combat climate change.</p>
<p>But the climate change summit is at risk of being overshadowed by what some are calling “Climate-Gate.” At the University of East Anglia, thousands of pieces of correspondence between some of the world’s leading climate scientists were stolen and leaked on the internet. Apparently, hacked emails from some of the scientists have ignited allegations that scientists “cooked the books” on some of the impact of global warming. Will this email leak lead to more debate about the truth behind global warming? What do you think? We’re looking into the the emails and following the money trail – who benefits from making the argument that global warming is man-made? We’re keeping them honest tonight.</p>

<p>Today the Senate will debate the anti-abortion funding amendment as part of the massive health care bill. There most likely won’t be a vote until Tuesday at the earliest, but Sen. Ben Nelson – a Democrat who sponsored the amendment – has promised to vote against the overall bill if the abortion funding language is not inserted. The same amendment already passed in the House. Opponents feel it’s more restrictive than the current law. If it passes, what is the likelihood that it will become a permanent part of the final bill?</p>
<p>Afghanistan President Hamid Karzai told CNN’s Christiane Amanpour yesterday that the United States and its allies must have patience if his country is not ready to assume control of security by July 2011, when U.S. troops would be leaving under President Obama’s current plan. Karzai also said the issue of corruption in his government has been “overplayed” by some in the international community.  Today, Adm. Mike Mullen, chairman of the Joints Chiefs of Staff, will discuss the new strategy for Afghanistan with soldiers during visits to Fort Campbell and Camp Lejeune.</p>
<p>And Gary Tuchman has been following up on the story from a few months ago about the three people who died in a sweat lodge run by self-help guru James Arthur Ray. It turns out that 12 weeks before the tragic incident, another woman’s life came to an end during another one of Ray’s workshops. But this one received little attention – in part because Ray’s company maintained a low-profile about it. The woman was participating in one of Ray’s scenarios in which she wandered around San Diego as a homeless person, without any identification or possessions. But this woman ended up jumping off a building and killing herself in the process. And if you think that’s bad, the story only gets worse. Gary has the details for us tonight.</p>
