<p>We arrived at the frozen river separating China and North Korea at 5 o&#039;clock on the morning of March 17. The air was crisp and still, and there was no one else in sight. As the sun appeared over the horizon, our guide stepped onto the ice. We followed him.</p>
<p>We had traveled to the area to document a grim story of human trafficking for Current TV. During the previous week, we had met and interviewed several North Korean defectors - women who had fled poverty and repression in their homeland, only to find themselves living in a bleak limbo in China. Some had, out of desperation, found work in the online sex industry; others had been forced into arranged marriages.</p>
<p>Now our guide, a Korean Chinese man who often worked for foreign journalists, had brought us to the Tumen River to document a well-used trafficking route and chronicle how the smuggling operations worked.</p>
<p>There were no signs marking the international border, no fences, no barbed wire. But we knew our guide was taking us closer to the North Korean side of the river. As he walked, he began making deep, low hooting sounds, which we assumed was his way of making contact with North Korean border guards he knew. The previous night, he had called his associates in North Korea on a black cellphone he kept for that purpose, trying to arrange an interview for us. He was unsuccessful, but he could, he assured us, show us the no-man&#039;s land along the river, where smugglers pay off guards to move human traffic from one country to another.</p>

<p>Two top North Korean diplomats are traveling to Santa Fe, New Mexico, to hold talks with Gov. Bill Richardson, a U.S. source with knowledge of the visit and a senior State Department official tell CNN.</p>
<p>Kim Myong Gil and Taek Jong Ho, senior diplomats with the North Korean mission to the United Nations, are scheduled for a two-day meeting with Richardson, the sources said.</p>
<p>Richardson, a former U.S. ambassador to the United Nations, has traveled to North Korea several times in the past, most recently in April 2007 to secure the return of remains of American soldiers killed during the Korean War.</p>
<p>The U.S. source with knowledge of the visit said that the North Koreans asked Richardson for the meeting.</p>
<p><span id="more-50408"></span></p>
<p>Richardson, the source said, would be listening to what the North Koreans had to say, but would not be doing any kind of negotiating.</p>
<p>Part of the agenda will be a discussion of renewable energy, the source said. New Mexico is a leader in the U.S. in exploring renewable energy technologies.</p>
<p>The visit comes on the heels of a trip to North Korea by former President Bill Clinton to gain the release of two American journalists held in Pyongyang.</p>
<p>Obama administration officials had said they hoped the release of the journalists would give North Korea a face-saving opportunity to return to talks aimed at ending its nuclear program.</p>
<p>North Korea has said it would not return to the so-called Six Party Talks with the U.S., South Korea, Japan, Russia and China.</p>
<p>The source said the New Mexico trip could be a signal the North Korean regime was ready to re-engage with the international community.</p>
<p>&#034;The timing is interesting,&#034; said the U.S. source. &#034;It&#039;s two days. Interesting things can always be said. And any interesting thing can be passed on to the (Obama) administration.&#034;</p>
<p>Because of existing sanctions on Pyongyang, North Korean diplomats serving at the mission to the United Nations are limited to travel within a 20-mile radius outside the New York city limits. A senior State Department official told CNN the North Koreans asked for permission to travel to New Mexico, which was granted by the State Department.</p>
<p>But the official would not speculate on whether the visit signaled Pyongyang was ready to re-engage with the United States.</p>
<p>&#034;The North Koreans asked for permission to travel and as in the past, we have said yes,&#034; the official said. &#034;But we don&#039;t know what they want to talk to Bill Richardson about it. If the North Koreans want to talk, they know who to talk to. They can come back to the six-party process and tell us if they are ready to move toward denuclearization.&#034;</p>

<p>Through the letters that I was able to receive, I learned about the many beautiful vigils, the LauraAndEuna.com website, the petition, the Facebook group, and all the other grassroots efforts to bring us home. I am deeply humbled.  </p>
<p>In times of extreme darkness and depression, I thought of all of the people, united together, sending us messages of love and hope. I envisioned the light of the candles at the vigils and it brightened my soul.  </p>

<p>North Korea left no traces in my passport, not even a visa. It showed that I left China in July and returned four days later. There was no indication of where I had been, except that I passed through customs in Dandong, a city in northeastern China that borders the Democratic People&#039;s Republic of Korea.</p>
<p>In those four &#034;lost&#034; days, I traveled to Pyongyang and Kaesong, North Korea, with a dozen &#034;potential investors&#034; from China. Most of the people in the group were businessmen interested in buying factories, land, mines, and timber in the DPRK whenever the prohibitions on such purchases are removed.</p>
<p>With each passing day, the businessmen got more and more agitated because they couldn&#039;t use their computers or mobile phones—they weren&#039;t even allowed to bring them into the country. There is no Internet access in North Korea—the Pyongyang elite use an intranet to listen to music and watch movies. There are three TV channels, and North Koreans usually go to telephone booths when they need to make calls.</p>

<p>The Democratic People&#039;s Republic of Korea (DPRK or North Korea) is a dictatorship under the absolute rule of Kim Jong-il, general secretary of the Korean Workers&#039; Party (KWP) and chairman of the National Defense Commission (NDC), the &#034;highest office of state.&#034; The country has an estimated population of 23.5 million. Kim&#039;s father, the late Kim Il-sung, remains &#034;eternal president.&#034; Local elections held in July 2007 were not free or fair. There was no civilian control of the security forces, and members of the security forces committed numerous serious human rights abuses.</p>
<p>The government&#039;s human rights record remained poor, and the regime continued to commit numerous serious abuses. The regime subjected citizens to rigid controls over many aspects of their lives. Citizens did not have the right to change their government. There continued to be reports of extrajudicial killings, disappearances, arbitrary detention, and political prisoners. Prison conditions were harsh and life threatening, and torture occurred. Pregnant female prisoners underwent forced abortions in some cases, and in other cases babies were killed upon birth in prisons.</p>

<p>Watching Laura Ling and Euna Lee step off the plane this morning seemed like a scene from a movie.  It had all the drama – two young girls, after 140 days in captivity in the rogue nation of North Korea, rescued by President Clinton, running into the warm embraces and tears of their families.  Two women looking at their husbands with soulful gratitude and endearing love, holding their tearful parents, a little girl hugging her mom to welcome her home.</p>
<p>In mid March, when my brother called me to say that it seemed that Laura, one of his dearest friends, had been captured in N. Korea while shooting a documentary, he sounded despondent.  There were very few details, but Lisa Ling, Laura’s sister and also a close friend of Gotham’s, had a dreaded sense of panic.  Days, weeks, then months passed with little news and no contact.  Then a meeting with the Swedish Ambassador, a letter, a phone call &#8211; an agonizing and painful process that tortured the girl’s families.</p>
<p>Despite my blogs about them, I have to admit that I am personally not close to Laura Ling or Euna Lee.  However, my brother’s deep-rooted friendship with Laura has seen each other through work, weddings, and life changes.  Through the years, whenever I have met either Laura or Lisa, and as I have watched their stories and heard about their passion and compassion from my brother, I have developed a sense of respect for the Ling sisters, two girls who have the heart, the brains and the courage to tell hard stories.</p>

<p>American journalists Laura Ling and Euna Lee are finally back home with their families after nearly five months of imprisonment in North Korea. Tonight, we will show you the emotional family reunion, the tears of joy and then Laura Ling in her own words talking briefly to the reporters.</p>
<p>Meanwhile, the Obama administration continues to call former President Bill Clinton’s dramatic 20-hour long trip a private humanitarian effort. Tom Foreman will have more on Clinton’s role in this release and what impact this could potentially have on U.S. foreign policy in future. CNN Senior Political Analyst David Gergen and Peter Brookes, a former defense department official and currently a senior fellow on National Security Affairs at the Heritage Foundation will join us live to talk more about this issue.</p>
<p>Also tonight, we have new details on that killing spree at a health club south of Pittsburgh we reported on last night. The police now reveal a possible motive. The insight coming from an online diary, as well as notes they found at the scene and at his home.</p>

<p>Plus, the drug cartels in Mexico have kidnapped and killed thousands of people. There are dozens of cartels, but one clearly stands out &#8211; Los Zetas. The group is accused of murdering a Mexican police commander, his wife and four children. Surprisingly, many of their leaders were once military commandoes. Michael Ware will join us live from across the border to give more details on this ruthless drug cartel.</p>
<p>And, our week-long series on the Manson murders continues tonight as Ted Rowlands talks to people who believe Charles Manson and his followers are guilty of more crimes. We will also bring you Erica’s interview with Vincent Bugliosi, the attorney who prosecuted Charles Manson. The big question: Were there more killings?</p>

<p>President Clinton did more than free two unjustly jailed journalists. He jump-started the successful diplomacy he had begun 15 years earlier.</p>
<p>In October 2000, then-Secretary of State Madeleine Albright visited Pyongyang. During Bill Clinton&#039;s presidency, the administration had locked down North Korea&#039;s plutonium production program, which had created enough deadly material for two bombs during the Reagan years. They had stopped all missile tests. They were a few details away from concluding a deal to end these programs completely.</p>
<p>But Clinton ran out of time. Enmeshed in Middle East peace talks, Clinton could not get assurances that a presidential visit to North Korea would seal the deal. He passed off the almost completed process to the incoming George W. Bush administration.</p>
<p>On March 6, 2001, new Secretary of State Colin Powell said, &#034;We do plan to engage with North Korea to pick up where President Clinton and his administration left off.&#034; But Bush had different ideas. On March 7, Bush kneecapped Powell.</p>

<p>Two senior Obama administration officials described on background how former President Bill Clinton&#039;s mission to Pyongyang to secure the release of two U.S. journalists imprisoned by North Korea evolved:</p>
<ul>
<li>President Obama never spoke directly with former President Clinton about this issue, the officials said.</li>
</ul>
<ul>
<li> During a phone call with their families in mid-July, the journalists told their relatives that they had been informed by the North Koreans that they would be willing to grant them amnesty if an envoy like former President Clinton would come to Pyongyang to secure their release.</li>
</ul>
<ul>
<li>During the weekend of July 24 and 25, President Clinton spoke with National Security Adviser Gen. Jim Jones about his willingness to take on this mission.</li>
</ul>
<ul>
<li>Clinton ultimately agreed to go on the mission but made it very clear in every communication that this was purely a humanitarian effort.</li>

<p><strong>Kiran Chetry</strong>: Drawing on your experience and extensive knowledge of North Korea, what might be going on in these negotiations with Korean leaders and our former President Bill Clinton?</p>
<p><strong>Victor Cha</strong>: Well, I think for the North Koreans … receiving a former head of state gives them a lot of face, political face, which is important to the country and to their leadership. I would imagine that the former president is there solely for the purpose of trying to bring back these two Americans. And he’s probably engaging in discussions with the Foreign Ministry as well as with some members of the party, perhaps even the dear leader himself to secure the release of these Americans as a humanitarian gesture by the North Korean government.</p>
<p><strong>Chetry</strong>: We’ve heard the rhetoric ratcheted up recently, the long-range missile firings, the censure of North Korea by the United Nations, nuclear talks, pulling out of the six-party talks. What does it say about North Korea’s influence on the world stage if they’re finally getting a former U.S. president to visit them, but it’s only after detaining two American journalists?</p>
<p><strong>Cha</strong>: Well, I mean it doesn’t say a lot in terms of their reputation around the world, clearly. You know, but for them, former President Clinton is very credible for them because he as president considered very seriously going to North Korea in his last few days or weeks in office. So, for the North Koreans to receive him, I think they see that as a really big deal for them. And hopefully that will be enough to get them – get the two Americans released. But overall, in terms of their reputation around the world, it certainly doesn’t do them any good.</p>

<p>Bill Clinton&#039;s trip to North Korea was the culmination of weeks of quiet diplomacy with Pyongyang and subtle public statements aimed at freeing American journalists Laura Ling and Euna Lee.</p>
<p>Having secured the journalists&#039; release, will the trip eventually coax North Korea back to the negotiating table?</p>
<p>There was no shortage of envoys ready to travel to North Korea and negotiate the women&#039;s release.</p>
<p>Some heavyweights were turned down by the North Koreans: former Vice President Al Gore, a co-founder of the media outfit the women were working for when they were arrested, and New Mexico Gov. Bill Richardson, a former U.S. ambassador to the United Nations whose previous missions to North Korea included negotiating the release of a detained American.</p>

<p>North Korean President Kim Jong Il has pardoned and ordered the release of two U.S. journalists, state-run news agency KCNA said Wednesday.</p>
<p>The announcement came after former U.S. President Bill Clinton met with top North Korean officials in Pyongyang to appeal for the release of Laura Ling and Euna Lee, who had been arrested while reporting from the border between North Korea and China.</p>
<p>&#034;Clinton expressed words of sincere apology to Kim Jong Il for the hostile acts committed by the two American journalists against the DPRK after illegally intruding into it,&#034; the news agency reported. &#034;Clinton courteously conveyed to Kim Jong Il an earnest request of the U.S. government to leniently pardon them and send them back home from a humanitarian point of view.</p>
<p>&#034;The meetings had candid and in-depth discussions on the pending issues between the DPRK and the U.S. in a sincere atmosphere and reached a consensus of views on seeking a negotiated settlement of them.&#034;</p>
<p>The report said Clinton then conveyed a message from President Obama &#034;expressing profound thanks for this and reflecting views on ways of improving the relations between the two countries.&#034;</p>
<p>It added, &#034;The measure taken to release the American journalists is a manifestation of the DPRK&#039;s humanitarian and peace-loving policy.</p>
<p>&#034;The DPRK visit of Clinton and his party will contribute to deepening the understanding between the DPRK and the U.S. and building the bilateral confidence.&#034;</p>
<p>DPRK is the Democratic People&#039;s Republic of Korea, the nation&#039;s official name.</p>
