<p>A new order from the general in charge of northern Iraq makes getting pregnant or impregnating a fellow soldier an offense punishable by court-martial.</p>
<p>The directive, part of a larger order restricting the behavior of the 22,000 soldiers under Gen. Anthony Cucolo&#039;s command, is meant to prevent losing soldiers at a time when troop strength is stretched thin, Cucolo explained in a statement sent to the troops under his command and provided to CNN.</p>
<p>&#034;I need every soldier I&#039;ve got, especially since we are facing a drawdown of forces during our mission,&#034; Cucolo wrote. &#034;Anyone who leaves this fight earlier than the expected 12-month deployment creates a burden on their teammates. Anyone who leaves this fight early because they made a personal choice that changed their medical status - or contributes to doing that to another - is not in keeping with a key element of our ethos.&#034;</p>

<p>The men and women who are serving in our armed services are my heroes. I spent a week in the presence of true heroes - men and women who live in the war zone, fight the enemy, risk their lives, and depend on our support.</p>
<p>We see images from the theaters of battle and we hear stories. But standing there in my helmet and flak jacket, hearing about IEDs that had detonated just a day earlier, and being surrounded by weapons gave me a new appreciation for those living in a war zone.</p>
<p>I felt a profound sense of responsibility. I am now in a position to have a vote on how this war is fought. Lives are at stake. Nearly 5,000 troops have lost their lives in this fight. Thousands more are forever changed because of their experiences here.</p>
<p>In Afghanistan, I met a Utah woman who had left her young children in the care of her ex-husband while she fights in one of the most dangerous places in the world. I recognized the longing in her tear-filled eyes as she talked about her children.</p>

<p>When President Obama announced plans Tuesday to send 30,000 more U.S. troops to Afghanistan, it appeared to be a major escalation of the war in that country. But, foreign affairs analyst Fareed Zakaria says that the United States may in fact be &#034;scaling down&#034; the goals of the military operation.</p>
<p>In an interview with CNN, Zakaria gave the new plan a good chance of succeeding in achieving its more limited objectives. But he said Obama&#039;s idea of setting a target date for starting to draw down U.S. troops was a strategic mistake - though he suggested the president may have needed to do so for political reasons.</p>
<p>Zakaria, author and host of CNN&#039;s &#034;Fareed Zakaria: GPS,&#034; spoke to CNN Wednesday.</p>
<p><strong>CNN:</strong> The president outlined an intensive but short-term boost of the military resources in Afghanistan. He didn&#039;t call it a surge but is this effectively the same as the Iraq surge?</p>
<p><strong>Fareed Zakaria:</strong> Actually I think this is a different surge than the Iraq surge. And not enough people have noticed that - because the president did increase the number of troops and in fact, in many ways the number of troops that he has increased in percentage terms is much larger than the Iraq surge.</p>

<p>President Obama&#039;s decision to deploy an additional 30,000 soldiers and Marines to Afghanistan by early 2010 was not a surprise. In Obama&#039;s War Cabinet meetings, the question was not whether to send more troops but how many.</p>
<p>Obama&#039;s second major military escalation of the conflict this year, the largest single U.S. deployment since the 2003 invasion of Iraq, will bring the number of U.S. troops in Afghanistan to almost 100,000. There are also 50,000 NATO troops stationed in the country.</p>
<p>Notably, there will be as many troops in Afghanistan as in Iraq at the height of the war between 2003 and 2008.</p>
<p>In his televised speech Tuesday, Obama stressed the limits of the American presence in Afghanistan and set a goal of starting to bring forces home after only 18 months.</p>

<p>&#034;What’s your blood type?&#034;</p>
<p>It’s the question you’re asked around here a lot. Before getting into a helicopter, before going out on patrol with a new unit. &#034;What&#039;s your blood type?&#034;</p>
<p>The Marines have their blood type sewn into the patches they wear along with their name and rank. Many write it in black marker on the band of their goggles. I know some guys who even have it tattooed on their chests, just above their heart. Blood types are displayed prominently in case something goes wrong &#8211; in case they get hurt. Doctors can treat them faster in an emergency if they know what blood type to use. At first, the question surprised me, now it’s just a routine part of the introduction.</p>
<p>When you’re an embedded reporter moving from base to base, you meet new Marines all the time. At first some are wary of reporters, but go out on a foot patrol with a platoon for several hours in a combat zone, and very quickly the wariness breaks down, especially when they see you don’t have an agenda.</p>
<p>&#034;My wife emailed me,&#034; one Marine said to me this morning. &#034;She said you&#039;re reporting the real stuff we&#039;re doing here. Thanks.&#034; He made my day.</p>
<p><span id="more-62239"></span> I know it sounds corny, but it&#039;s impossible not to want to do right by these Marines. To get the story right.  They are separated from their families, far from home, living in dust and dirt, putting their lives on the line every day.</p>
<p>They are doing it for their families, for each other, and for us, but they are also doing it for Afghans, many of whom are still on the fence about their presence here.</p>
<p>Most people in the U.S. probably think this war is all about hunting down the Taliban. It&#039;s not. The mission is far more complex. The Marines’ goal in Helmand province is to protect the population.</p>
<p>This is not a war about territory, or enemy body count, it is about protecting people, building confidence, convincing Afghans to choose sides. This is not the traditional role played by Marines, but they are adapting, and despite frustrations, and growing losses and difficulties, the Marines I&#039;m with express a real sense of accomplishment and deep pride.</p>
<p>Many Marines here have already done multiple tours in Iraq. For others, this is their first deployment. I’ve met career Marines here, and some young men who plan to get out of the Corps as soon as their enlistment is up. Some love the mission, others can’t wait to get out.</p>
<p>The Marines here are as varied as the American population. What sets them apart, however, what they have in common, is their dedication.  Despite their differences as individuals, they are willing to sacrifice for a common goal. It is humbling to witness. It is, I think, important to remember.</p>

<p>As a candidate and president, Barack Obama has distinguished himself as one of the most dynamic and enthralling orators in decades of American politics.</p>
<p>On issues ranging from race to health care to engagement with the Muslim world, he has repeatedly applied his rare gifts to both galvanize supporters and engage his critics and the undecided. Yet it will take more than an eloquent speech before the cadets of West Point to reverse his declining 35 percent approval rating for management of the war in Afghanistan, as his advisers no doubt hope.</p>
<p>Like President Lyndon Johnson in 1965, who tried to balance the demands of his nascent Vietnam policy with a highly ambitious domestic agenda, President Obama confronts a tough series of tests, beginning with his Tuesday night address.</p>
<p>Even more critical than moving the political needle, however, is the imperative of launching a frontal assault on the unanswered strategic questions about Afghanistan that continue to divide the military, his senior counselors and the country at large.</p>

<p>Recent reports indicate that women serving in the U.S. military face unique personal and professional challenges that their male counterparts don&#039;t.</p>
<p>During the wars in Iraq and Afghanistan, American women in the military have quietly been proving themselves as never before. These are the first wars in which women in the American military have lived and fought alongside men for long periods of time – and some say they could not fight these wars without them. Recently, it was announced that the nation’s top drill sergeant is now a woman.</p>
<p>Even in the field many women have taken on roles that were often seen as taboo in the past, as the necessity of manpower means they are called upon for duties previously set aside for male colleagues. But has their pioneering work come at a price? Do they receive the same support as their male counterparts? We&#039;ll talk to women in the military about how they are breaking barriers tonight.</p>

<p>How can we best meet our national security objectives in Afghanistan?</p>
<p>In Gen. Stanley McChrystal&#039;s assessment, Afghanistan requires an &#034;integrated civilian-military counterinsurgency campaign.&#034; The general put the request for civilians ahead of military because it is the most difficult to provide.</p>
<p>It is there first because what civilian capacity the U.S. government has at hand is weak, insufficient to the task and not deployable in the way required in Afghanistan.</p>
<p>Al Qaeda and its allies in Afghanistan understand our need for civilian support, which explains why they attacked and killed six U.N. workers in Kabul in October. As a result, the U.N. pulled out 600 of its 1,100 staff. The U.N. withdrawal is a win for our enemies and will serve to further embolden and encourage them.</p>

<p>One man in the vehicle was particularly threatening. &#034;I can remember his eyes looking at me,&#034; she said. &#034;I put my finger on the trigger and aimed my weapon at the guy, and my driver is screaming at me to stop.&#034;</p>
<p>&#034;I was really close to shooting at them, but I didn&#039;t.&#034;</p>
<p>Now back home in Missouri, Peacock, 30, is unemployed - living in a friend&#039;s home in North St. Louis County without a lease and paying minimal rent.</p>

<p>Two years ago, a top psychiatrist at Walter Reed Army Medical Center was so concerned about what he saw as Nidal Hasan&#039;s incompetence and reckless behavior that he put those concerns in writing. NPR has obtained a copy of the memo, the first evaluation that has surfaced from Hasan&#039;s file.</p>
<p>Officials at Walter Reed sent that memo to Fort Hood this year when Hasan was transferred there.</p>
<p>Nevertheless, commanders still assigned Hasan — accused of killing 13 people in a mass shooting at Fort Hood on Nov. 5 — to work with some of the Army&#039;s most troubled and vulnerable soldiers.</p>

<p>Suicides among soldiers this year have topped last year&#039;s record-breaking numbers, but Army officials maintain a recent trend downward could mean the service is making headway on its programs designed to reduce the problem, Army officials said Tuesday.</p>
<p>Since January, 140 active duty soldiers have killed themselves while another 71 Reserve and National Guard soldiers killed themselves in the same time period, totaling 211 as of Tuesday, U.S. Army Vice Chief of Staff, Gen. Peter Chiarelli told reporters at a briefing on Tuesday. But he said the monthly numbers are starting to slow down as the year nears its end.</p>
<p>&#034;This is horrible, and I do not want to downplay the significance of these numbers in any way,&#034; Chiarelli said.</p>
<p>For all of last year, the Army said 140 active duty soldiers killed themselves while 57 Guard and Reserve soldiers committed suicide, totaling 197, according to Army statistics.<span id="more-60917"></span></p>
<p>The Army is still trying to tackle why soldiers are killing themselves.</p>
<p>&#034;We still haven&#039;t found any statistically significant causal linkage that would allow us to effectively predict human behavior. The reality is there is no simple answer, each suicide case is as unique as the individuals themselves,&#034; Chiarelli said.</p>
<p>He also said there was troubling new statistics showing an increase in suicide rates among young soldiers who have never deployed, another factor puzzling Army researchers.</p>
<p>To add to the Army&#039;s problems, Chiarelli said there is a rise numbers of soldiers abusing prescription drugs and alcohol upon returning from the war zones.</p>
<p>Chiarelli said the news was not all grim.</p>
<p>&#034;I do believe we are finally beginning to see progress being made,&#034; he said referring to a trend downward in suicide numbers in recent months. &#034;The general trend line with the exception of a couple of months has been down.&#034;</p>
<p>&#034;We attribute this reduction in the number of suicides to the many actions we have taken since February to inform and educate leaders and soldiers on this important issue,&#034; Chiarelli said.</p>
<p>Since March the Army has implemented numerous programs and policies in an attempt to quickly slow the rate. Programs range from a suicide prevention task force to a day-off of official duties to focus on suicide prevention. The service has implemented what it calls a Comprehnsive Soldier Fitness Program,</p>
<p>giving every soldier a mental asessment twice a year in the same style the Army tests soldiers for fitness.</p>
<p>&#034;It gives the same emphasis to psychological, emotional and mental strength that we have previously given to physical strength,&#034; Chiarelli said.</p>
<p>The Army has also tested a program that gave mental health evaluations to a group soldiers returning from the war zone.</p>
<p>Some were treated face-to-face with mental health providors while others were treated online by mental health providers.</p>
<p>Chiarelli said the inital results were promising, doctors said they could have great success treating patiens online.</p>
<p>The test seems to give the Army some answers on how to treat the variety of soldiers from young to old.</p>
<p>&#034;Younger soldiers prefer the online method of evaluation more than they do the face- to-face; and older soldiers, some of you might not find this so surprising, find face-to-face more to their liking,&#034; according to the general.</p>
<p>Chiarelli also gave examples of Army bases that seem to have shown improvement in suicide warning signs and prevention this year resulting in decreased number of suicide rates, including Fort Hood, Fort Bragg, and Fort Drum.</p>
<p>Fort Bragg, has had six suicides to date, Fort Hood has had two and Fort Hood has had 11, but is the largest U.S. military base with 60,000 troops.</p>
<p>There are Army posts, however, that were not showing signs of improvement.</p>
<p>&#034;We are very concerned with the increase this year of suicide at Fort Campbell, Fort Stewart, and Schofield Barracks,&#034; Chiarelli said.</p>
<p>Fort Campbell has had 18 suicides since so far this year and 11 of them occurring in the first quarter of 2009. Fort Stewart has had ten deaths, six of them occurring over the first five months of the year. And Schofield Barracks in Hawaii has had seven deaths.</p>
<p>All of the bases he mentioned have different populations and deployment levels and reflect different suicide rates and ratios.</p>
<p>Chiarelli stressed his frustration with getting answers to the suicide problem.</p>
<p>&#034;Everywhere I try to cut this and look at it to try to find out what the causal effect is, I get thwarted. And that&#039;s why we think that we&#039;ve got to look in its totality at a whole bunch of different issues, and it&#039;s going to take time,&#034; he said.</p>

<p>U.S. soldiers interrogated by the Army in the 2007 murders of four Iraqi detainees blamed a military policy they said made it too hard to detain suspected insurgents, a CNN investigation has found.</p>
<p>Soldiers questioned in the killings said the sergeant in command of their detachment ordered the suspected insurgents killed because Army rules made it too difficult to hold them.</p>
<p>&#034;They&#039;re gonna be right back on the streets,&#034; one soldier put it.</p>
<p>CNN obtained an extraordinary 23½ hours of Army interrogation videotapes that detail the March 2007 executions of the prisoners by three sergeants who were attached to Alpha Company, 1st Battalion, 18th Infantry Regiment.</p>
