i worked for mr. clements in one of missouri's prisons. i've been in correcttions 26 years. Their has been historically a pendulum effect between mental health and criminal incarceration in this country. i believe we may be on a swing toward mental health treatment as apossed to incarceration . seems more and more heinous crime perpetrators need mental treatment instead of just locking them up ,,,,our prison was created from a mental health facility that held about 3,000 patients. they built a new hospital and the prison took over the old hospital grounds. they are just next door now and have a few hundred patients and the prison houses 2600 + offenders see what i mean about the switching roles between these services ? perhaps more mental services are needed now and not incarceration.
