CA program tracks illegally owned weapons

California Attorney General Kamala Harris says the state's system for seizing illegal guns is "smart and effective." Stephen Barton, a survivor of the Aurora theater shooting who works for Mayors Against Illegal Guns, believes it's a "reasonable" approach. Anderson Cooper asks Harris why the program, which has led to the confiscation of more than 10,000 guns since 2007, is currently underfunded.
