Both Congress and Obama have built up their political capital - Obama more so than Congress. It would be a shame and a very poor signal to start a new administration out by Congress doing something that requires Obama to veto it - it won't be Obama who loses political capital on that one, it will be Congress. They are already seen as obstructionists - they need to work with Obama and work on getting a better reputation - fortunately they can accomplish both just by effectively working with Obama.
